Computer won't fully "Restart" - have to use switch on power supply off/on?

I have a Biostar A760GM2+ and AMD Athlon X4 635 combo (from Fry's of course) running Windows 7 that has the bothersome problem of hanging when it Restarts.

If I choose the "Shut Down" method everything is fine. Hit the power button after shut down and it boots up just fine.

If I choose "Restart" it shuts down fine but then just hangs - yellow light on the monitor (no video signal), etc... At that point if I flip the power switch on the power supply off then on it completes the Restart cycle just fine.

Any ideas why it does this? Not a tragedy but kind of a pain in the arse.
 
Yes, 1 SATA HD, 1 IDE HD, and 1 SATA DVD-RW. I've tried it though with just one drive hooked up and it does the same thing.

I think over the years I recall having one other computer that did this, never did figure it out, just lived with it.
 
Have you tried playing with the Wake On options on BIOS? If they are enabled, try disabling it. I have never heard of a situation like yours, but in many others those options, especially Wake on Lan, are frequent culprits.
