Computer wont boot

I turned my computer off last night and now it wont boot. It sounds like it does a memory test, but makes no other beeps.
I have been having other problems with y power supply. If i don't use the shutdown option in either Windows or Linux, and turn it off after a reboot, it will sometimes turn on overnight.
I am confused by this soft off option thingy as well. And i think this is the option causing the problem.
Can anyone help?

T'Bird 800
128 PC-133 RAM
30GB IBM 7200RPM HDD
300W ATX PS
ASUS V-6800 Video Card

What happens if you remove the RAM or CPU from the motherboard? Does it beep then? If not, it's probably a PS/motherboard issue.
