Computer won't boot using dual head Geforce2

I'm running an old Geforce2 MX 400 in my computer which has VGA and DVI output only. I use the VGA port to connect my monitor and a DVI to HDMI cable to connect my HDTV. The problem that I have is that if I restart or try to boot up my computer when both are plugged into my video card at the same time it won't boot. I don't get any output on either device. To get it to boot, I have to unplug the DVI cable and then it will boot up using the VGA. Then I can plug in the DVI cable while the computer is running and I can switch between the 2 devices just fine.

Is there a way to fix this problem? It's really annoying having to unplug my TV everytime I restart the computer.
