Computer won't boot up

I'm suspecting it is my PSU
antec 350 watt

on athlon 64 3500+
1 gig DDR dual channel ram
soundblaster xfi
chaintech vnf4

I think its my PSU because I heard many high pitched noises, even when it wasn't on. Now, when I boot up, after 5 seconds it powers down. Is this the PSU's fault? Could it also be my motherboard's fault? I thought Antec made good PSUs? Are there any good replacements?
