Computer won't boot up; freezes at startup screen

Hello,

This is what happened:

When my friend clicked on something on IE, it froze and she could not do anything. So she held in the power button to turn it off. When she tried to boot up after that, it asked to boot up with last known configuration, safe mode, or regular mode. She tried all three and it did not do anything. Now, the progress bar on the startup screen freezes when it is booting up, and it can't get into safe mode.

She does want to save the data. What would be the best way to repair this?

Repair the OS, or throw the HD in an enclosure, back up the data, format the drive and reinstall the OS?
 
You may want to try booting w/ the OS cd, but instead of installing it, first try selecting "R" for Repair Console. In there, try typing "FixMBR" without the quotes to fix the master boot record. If that doesn't work, I would go with your other idea to put it in an external enclosure, back it up, and reformat it.
