Computer won't automatically reboot.

Ok, here's the order of events:

1. Select restart either through start menu or after installing some software.
2. Windows saves settings, everything is fine.
3. Windows finishes its restarting procedures and the monitor goes black.
4. Monitor stays black. Hard drive light turns off. Rest of the computer stays on (fans keep spinning, etc.).
5. Nothing happens. Have to press the reset button twice to get it to post, after which everything is fine. So basically no automatic rebooting.

Any ideas? This is actually my uncle's computer, so I don't have access to it. Apparently it's been an issue from the first day it was built (a year ago).
