Computer Will Not Start

Built a machine a couple of years for a friend. Now all of a sudden he calls me and says that it will not start unless he flips the 115/220 switch on the back first and then it only runs for 3-4 seconds and shuts down. Uhh What? It is also making a crazy rattling sound. OK? Unplugged all drives and tried, no dice. Replaced power supply and still have the same problem Seems like a bad cpu is the only thing that is left as the culprit. Any thing else I should be looking for when I get it from him tonight?
