Computer will not Restart

When I try to restart the computer it shuts down normally, then it does not come back up. The power LED flashes for a second like its trying to come back on but then it doesnt. Power button needs to be pressed. It does this restarting from within windows or even when I update a setting in the BIOS. Every time I exit the BIOS I have to press power button to turn on.

Motherboard is Asus P5B-E with 0706 BIOS and does this at default settings and overclocked, so it is not an overclock problem.

Any help would be greatly appreciated.
