Computer will not restart. Just reinstalled windows.

i just reinstalled windows on my core 2 duo machine and it gets to the screen windows is shutting down and thats it. i have to turn it off and turn it back on. one other side note, when i first turn it on, everything lights up, then lights go out. i have to hit the power button twice to get the machine to turn on. any ideas?
 
BIOS settings not configured properly, especially power saving. would need exact make and model and revision of motherboard.
 
i need to revise the problem. it shuts down just fine. but if i hit restart it freezes on windows is shutting down screen.
