Computer will not power/boot up

I was setting up my office, and after I got everything plugged into the computer and made sure the power supply switch was on I hit the front power switch, and nothing.

No boot up, the PS doesn't even make the regular sound of energizing.

I did notice the LEDs for power and HDD activity on the front of the computer was constantly dimly lit.

This is a home built computer, I opened the case and noticed the internal power indicator on the mobo is not lit.

I also disconnected all of the unnecessary components to try to get some spin up. I left only the CPU and memory in, with the motherboard power plugged in along with the CPU power. Still no activity.

One odd thing I did notice was that with the PS turned on, I feel on the case what seems to be a very slight charge running through the chassis.

Any ideas? I'm in Italy and on 220v, but I've got the corsair 650v auto switching PS. Also being in Italy I can't just hopped down to the nearest BB to pick up another PS.

HALP!

Thanks for reading.

Disconnect the 24 pin power connector from the mb, use a piece of wire to short the green wire to any black wire in the connector. The psu should fire up.

Anything loose in the case?

PSU did not fire up after I shorted the green to a black, does this mean I'm looking at a dead PSU?

As of right now nothing is loose in the case. I actually have the PS out of the case, connected to the mobo only via the 24 pin and CPU power connectors (core 2 duo)

Am I missing something here? Right now how things are hooked up, cpu, memory, with power from the PS to the mobo only being the CPU power weird 4x2 pin connector and the main mb connector, I should see at least some LED activity along with fans spinning up correct?

Also I connected the PS to an outlet outside of my office and the buzz feeling from the case is gone. Could I have a bad ground in my office?
