Computer will not boot

I just put together a new computer with an epox 8kha+ mobo. When I first started it up I put the cmos clear jumper on pins 2-3 to clear the cmos. The computer stated up and all fans began to spin. I then turned the computer off and put the jumper back on pins 1-2 and hit the power button, but absolutely nothing happened. No fans no lights, nothing. I have moved the jumper back and forth several times and I always get the same result. On pins 2-3 the fans will spin and drives light up (no monitor), but on pins 1-2 I get absolutely nothing. The cpu is a duron 800 which I had running just fine in a abit kt7 mobo. It has been siting in a box in my basement for about 6 months, but even if it has died, I think I would at least see fans spin when I hit the power button. Any help would be greatly appreciated.
