Computer will not boot after changing cpu

I had an old p2-400 with an asus p3b-f mobo. I also had a old celeron 700 laying around so i figured i'd use a slocket and put the celeron 700 and oc it. After i put the celeron 700 in the computer wouldnt boot up. So then i tried putting back the p2-400 and it still wouldn't boot. The motherboard is lighting up, power supply seems fine, fans are working, and I have all the ribbons connected correctly. When it boots, the vid card starts getting warm, so i figured the mobo cannot be fried. The led on the monitor stays orange, so theres no video output. Checked the ram also. What could be wrong?
