Computer turns on only by opening app in iPAD

I use Windows 10 64 bit... whenever I turn my PC off and open Infuse Pro (app for iOS, using in iPAD Pro 9.7), the app imediatelly turns my PC on again. And this is happening only with this app. I checked others. Of course the wi-fi needs to be turned on for this to happen.

My question is: how do I configure my PC for this to never happen again?

Oh, Infuse is accessing the contents from my Hard Drives through SMB, with my login/password from Windows, so it can play video files.

I have had this happen to me last spring. it's called the "magic packet".

it's a part of WOL.

It drove me crazy trying to figure out why my pc would turn on, seemly randomly, when I used my workstation to check my shares.

Verified. Without any interest in the software which revealed your symptom, I had the same symptom on my wired+wireless network involving only wired computers.

I cannot remember the precise settings, but on an Intel LAN chip over the recent half-decade, there are approximately three different settings that need attention -- Magic Packet being one of them. You have to deselect the offending item -- which I vaguely remember being just that one. Others need to be selected to allow you to awaken a machine and access it. You'll have to figure out the details, but for the Intel chips, the Device Manager properties are quite verbose, as I remember.
