Computer turned off; Wont start

Hello,

My brothers computer turned off when he was on it and then began to restart and turned off again. Now it will not turn on.

I removed the RAM and tried it, no go. No lights are on when I press the button. Once in awhile the CPU fan will barely spin when I press the power button.

I figure it must be the power supply, any opposing opinions?

Swap out the PSU first. If that doesn't work, boot up with bare minimum (gpu, 1 stick of RAM, etc.). If not the PSU, sounds like the motherboard could have a short. Check for blown transistor/capacitors

If the computer is newly built, you may have a mis-configured bios. Try resetting the CMOS and unplug then replug the power to see if the machine will start again.
