Computer takes an hour to boot up...

When I turn it on, the HD keeps resetting over and over again for an hour, then it boots up. I tried a different HD, but same problem. 🙁 I don't know what's wrong...

The setup is:
8RDA+
1700+
512MB 2100 Ram
8500LE
WD 40GB (also tried 20GB Maxtor..same problem)

I thought it might be the video card since it's modded and sorta funky, but I tried another one, but the same problem persists so it's not that..
 
My brothers machine did this for a while, turned out it was a frayed IDE cable shorting out on the case. Hope this helps.
