Questions to get started with:
  • What brand and model of power supply are you using?
  • Was the system working before? Any idea what might've brought this on?
  • Do you have any low-speed RPM-sensing fans plugged into the motherboard's three-pin headers?
  • Have you tried without the Audigy installed?
  • Have you tried with your system clocked at normal speeds? You're pushing your RAM beyond its rated speed here.
  • What, if anything, is the POST Reporter saying when you plug headphones or self-powered speakers into the green audio-out jack on the rear of the system?

Heres what I hope you are trying:

1.) Run you CPU at stock speed (2500+)
2.) Take out the Audigy card, sound does no good in BIOS last time I checked
3.) Run your RAM with a 3:2 or 5:4 divider.....as there is no way in hell that your crappy PC2700 will run 1:1 with your CPU OC'ed.
4.) Boot up with one hard drive.

Try installing an OS?

EDIT: if its a power-up problem, try hooking up speakers becuase asus has a voice thing that tells you whats going on. Listen for the usual beeps and such when it starts. I would reseat all the PCI + AGP cards and double check the HSF installtion and make sure it's flush with the CPU. You can try and unhook some devices (CD-roms, extra harddrives etc.) to rule out a problem with the PSU, unless its a total cheap-o. If you can get into the BIOS check the CPU temp, fans, and voltages (voltages should be within 5% spec).

EDIT: EDIT: try restting the CMOS altogether.
