computer starts with weird image and square pattern plz help

i have some problem with my computer display, and i thought it might be my video card's problem. I have a Sapphire Radeon 9600 256mb with a P4 2.8 GHZ. i was playing GTA SAn Andreas last night, and the graphics got messed up, so i quit the game and shut down the computer. and when i turn on my computer this morning, the monitor display these weird images with colored square patterns right away.

The graphics are like only 8 bit color, and its just a bunch of pixel patterns. I cant even get into the

i first thought it is because of the monitor, and i changed a different monitor and still the same problem. i plugged in my old pci video card, and the pc worked perfectly fine. so i conclude its probably my AGP Sapphire Radeon. my friend told me it might be out of sync, or the monitor doesn't support the video card's resolution, but i never set my video resolution higher than 1024*768

please help
