Computer starts, nothing shows up

My computer starts, the case light is green, the fans are spinning, the drives are working, but i don't hear the beep and my monitor stays in stand-by mode. The computer is fairly old:
AMD athlon 2800+ cpu
Epox mobo
1gb ram (2x512mb, geil and corsair)
420 watt cooler master psu
geforce4 ti4200 128mb

I know it's not the video card because i've tried different ones and i get the same problem. The motherboards LED display says C1 on it, which in the manual means their is something wrong with the memory module but i've taken the RAM out and re-arranged it and i still get C1. I'm not able to test the RAM on another computer, but i doubt both sticks suddenly broke. The PSU is fairly new too (bought 3 months ago). The only thing i think it could be is the Motherboard or CPU and heres why:

Prior to the computer not being able to boot up i would sometimes get a message in the POST screen saying something like "Warning! CPU clockspeed has been changed and blah blah blah i can't remember". Then i would look at the speed the CPU is running at and it would say AMD 1100+ 1.2~ ghz, when i've always had it at around 2.1~ ghz and it's a 2800+. When i went into the BIOS and looked, everything was the same as it had always been and when i did save+continue it would go back to normal and show 2.1~ ghz. The CPU was at its usual temperature too so it wasn't a heat issue. This happened quite a bit for a week or 2 when i would boot up and it stopped happening a few days before this huge problem arose. I'm not sure if this was happening because of the mobo or cpu itself.

Because of what i've said above, i've ruled out the other components and believe it's either the CPU or mobo. I'd appreciate any advice, maybe someones had a similar problem.

You could go through the same step-by-step process of elimination as I recommended to wWooDd in that thread. PLus add one step that wWooDd did which I forgot to mention:
also make a careful visual inspection of your entire motherboard, to detect any anomolies.
