Computer sounds like it's wheezing for air

I've got some really strange sound coming from my machine. It started about 2 weeks ago as a light "digital" ringing sound. Now it sounds like the computer is wheezing. It starts and goes for like 1.5 seconds, stops for 1 second and then starts again. Over and over. It's the strangest thing I've ever heard. I thought it was a drive or a fan but I've checked every drive and every fan. It's most audible down by the PCI slots. I have a sound card, video card, Ultra ATA card and network card all down there. Anyone ever experience something like this?

Is is a hard drive sound? Perhaps the cycling of the hard drive causes this.

A fan on the video card?
 
I checked each of the hard drives by unplugging them one by one. I did the same with the fans. It definitely coming from where the PCI cards are. Could it be some signal "leaking" from a card?
