Computer shutting down/restarting

My new rig...

Maxtor DiamondMax 10 300 gig SATA. (used, bought here)
AMD 3000+ Winnie (runs at 28-30C idle) (brand new, monarch)
Zalman Copper heatsink w/ artic silver 3 (used, bought here)

BFG 6600GT (used, bought here on forums, 56C idle)

Windows XP Pro w/ SP2 slipped streamed and all latest drivers/updates installed.

Ok so i was just turned on my computer, surfed the web and double clicked on the aim icon in the taskbar and it restarts my computer all of a sudden. So it turns on and i let it load everything and i double click the aim icon again at bottem right corner and it does it again! My friend had this exact problem and it killed his videocard and ram due to a power surge i think. All i know is that the last time i asked for advice on the forums, people told him to buy a new PSU. Well even after that, his computer still restarts and now mine starts doing it and i have a good psu, i think, and i do not know what could be wrong.

One thing i do know is when my friend plays games, his computer restarts, but it only happens to him once a week know whereas it happened one a day before. He thought it was his ram, and he changed that and it happened (this is after new psu as recommended on this forum). So that only leaves the video card left, and i think its his videocard thats problably messed up. He said this one time when it reset after buying new PSU, it said his video card was not functioning properly....

Now as for my problem, i just bought a BFG 6600GT on here and my computer reseting like that is extremely scary since i just paid for it already and left heat. I thought i checked everything, including installing a demo and playing it so i thought the ram/video card was fine. My Kingston was running at CAS 2.5 when its supposed to run at CAS 2. So after talking with the guy that sold it to me, he said i should try to set it to CAS 2. The computer boots just fine at CAS 2, but i think the other timings are a little high too. But anyways im still researching as to what those timing numbers mean in ram and im still messing with it. I cannot get access to my computer right now as im modding some things to the case. So any advice and how should i come about to checking whats wrong? Should i DL something to benchmark my computer? If you need any more info please ask.
