You power switch may be shorted (holding the power switch down 6 seconds forces a computer to shut down). Try connecting the reset switch as the power switch as a test, and use that to turn it on.
Have you tried resetting the CMOS?
I can get into the bios, but not long enough to do anything (trust me, i tried
😉 )
I actually havent tried using a different power switch, but im pretty sure thats not the issue since the computer turns off as soon as i hit the switch (which means that it might not be shorted???) Ill try removing the switch completely and just shorting the 2 pins just to make sure.
I have tried resetting the CMOS, didnt help in my case.

Why did you RMA the board?
I RMA'ed the board because the AGP slot died on me.

Your 3200+ (Winchester) requires BIOS version 1.4 or higher.
The bios version was 1.5B2 (beta bios?? :S). If im not wrong, 90nm processors have been compatible with the mobo since Bios version 1.3. Anyways, im pretty sure that the bios is not the issue.......unless they gave me a mobo with a bad bios flash
😡 (could that be possible, a corrupted bios????)
Thx guys for the suggestions, ill try the power button thing now, but dont let that stop you from giving more suggestions
😉
Edit - Update:
Ok.......i tried just shorting the 2 power pins........same story
🙁
