Computer running real slow while installing new software/drivers

While installing a new software or driver my laptop becomes really slow. Also when I press control alt del I am not able to view the "top" tabs only the processes. There is "services.exe" that takes up 99 CPU and also while loading up there is " Apoint.exe" that takes up 99 CPU as well. Is this a virus?
