Computer remote control

Hey all, Quick question. I keep seeing computers on different sites that have rca plugs and a remote control with infrared usb sensor. What would one search for when trying to do this custom to your computer? Do you have to do it through your video card or is it a tv tuner/extra accessory thats compatible with one?

Some video cards integrate this functionality, but there are also standalone USB products like ATI's Remote Wonder series that serve the same purpose.
