I don't think that is close to being correct. Most software companies are hiring like crazy, and keep stealing candidates from each other. We have a ton of openings for all sorts of positions.

Was there even internet in 1991? I thought it came out in like 1995 or something.
Programmers have long been exept from OT. That's why a lot of corps were so quick to give that title out along with a salary raise.
The regulations say that the job title doesn't matter. It's the principle job duties that matter. If someone only spends about 10% of their times doing duties that fall under this regulation, and 90% of the time doing other things, then calling them a programmer does NOT exempt them from overtime.
