Computer power cycles once every hard reset

So I recently built a new PC and am having a very strange issue with bootup. Any time I turn the computer on (or hit the hard reset button) it begins to power up, all the fans, lights, etc turn on, but nothing on the monitor. It shuts off after about 10 seconds, then turns back on and boots normally. I do not get any beeps except the normal post after the unwanted power cycle.

System specs:
Evga P55 sli 132-lf-3655-kr 1156 P55 mobo
Rosewill Armor case (has a annoying fan that rattles)
G.skill ripjaws 8GB (2x4) ddr3
i5-760 cpu
twin seagate 750GB hard drives in Raid 0
msi Gtx 470 video card


What I find even more strange is I have an older system (core 2 duo, 2gb ddr, gigabyte mobo) that does the exact same thing, however it doesn't take quite as long to do it's power cycle.

Anyone have any ideas?

EVGA motherboards do this I do not know the exact reason but there are a few threads on it in EVGA's forums. I can say that it is by design and not something limited to your system.
 
It's normal on the evga boards. It does this to set the clocks more accuratly. It is a feature that can be disabled in bios if it bothers you that much.
