Computer possibly fried from power

A friend of my just called me for my advice. Basically he had his computer on, the power in his house got tripped (he had to go reset the circuit breaker) and when he came back and turned his computer back on, all the fans would spin but no input and no noise from the speaker (no post??).

His computer was plugged into a power strip, of which so was another computer which is working just fine.

Without the case speaker, is there anyway we can diagnose the problem? What would you recommend for us to try?
 
Maybe it got confused by the improper shutdown (the powerdown wasn't initiated by the BIOS even, like it would be by hitting the power button and holding it down).
