computer pausing and unpausing

OK, first of all I've posted about this 6 months ago on these forums but no one really knew how to fix the problem. I'm posting again in the hopes that someone will know what to do.

Whenever I do something that involves a lot of computer chugging, my cpu time will jump to 100 then back down every 5 seconds even after i've closed and/or ctrl-alt-deleted every open program. The effect is, everything pauses and sound skips constantly. I'm not even sure what's causing it. It might be that using the cpu triggers it or that accessing the hdd heavily does it. Maybe Windows gets confused and is trying to access something over and over again. I don't know but it's killing me! I just bought Max Payne today and I can't even play it because launching the game triggers what I like to call "The Pause Bug".

Here is what I'm using:

Abit KA7 motherboard
Athlon 700 (the old slot A kind)
256mg generic pc-133 ram
creative 6x dvd
guillemot geforce
20.5gb wd hdd
sblive original
3com 10/100 mbit ethernetWindows 98 se

I've tried everything I can think of to fix it even though I don't know whether it's a hardware or software issue or what. I have the newest drivers for everything, I've installed all those stupid microsoft critical update packages, I've flashed the bios of my mobo and vid card, I've even tried tweaking with the virtual memory and many other things. Just yesterday I formatted my computer and the bug is still there! Lately, I even took out my sound card because I thought maybe, since it was an orignal revision, it could be the cause of my problems but it didn't do anything. Since none of that worked I'm not sure what to do. Between me and this punk I know (he has the same problem and very similar hardware) we've replaced almost every part on our systems. I bought a new motherboard (I used to have an EPoX), we both bought new ram, He bought a new video card, as I said before I took out my sound card (replaced it with an awe 64 value), we both ditched our modems for NICs, and still the bug REMAINS!!! The only parts we haven't replaced are our dvd drives, hhds, and cpus. I doubt any of that could be causing it. The dvd drive is always powered down. Since all Athlons are AMD brand meaning everyone owns the same model then the only way we could be having this problem and no one else is if we both got faulty parts buts that's practically impossible. The hdds are also very common models and once the bug activates the hdds don't even have to be powered up for the bug to keep going. When I get the bug all I can do is reboot. Please please PLEASE someone HELP ME!!!! The most frustrating part about this is that no one seems to have it but me and that other guy so any help would be GREATLY appreciated.

ok wait.... My friend found out something very important on these forums... a breakthrough in my problem. Apparantly The EPoX slot A motherboard he had and the Abit motherboard I had may have coincidently been made with a faulty chipset that causes erractic pausing. I'm looking in to replacing mine to see if it fixes the problem......
