Computer "pauses" when receiving dcc transfers

I've never been able to figure this problem out, but it's been with me for the past year and a half.
Sometimes when I beging receiving a dcc file transfer on mIRC, my computer stops responding
for maybe 20 seconds and then resumes for maybe 5 seconds, and then pauses again, etc. It's just
an endless cycle and the only way I can stop it is by resetting my computer. Simply closing IRC does
not solve the problem. I'm pretty sure it's not a hardware problem because this same problem happened
on my P3 733, which I then upgraded to an Athlon 1.4Ghz. I changed the motherboard, video card,
hard drive, RAM, network card, and even the case. So what's happening? It doesn't always happen
when I receive files over IRC, only some of the times. And it doesn't always happen even when I
get the exact same file from the exact same person. It just sometimes happens and sometimes doesn't.
Any help would be appreciated.

Don't know, but just a guess.

Do you have any file type associations with .DCC? Windows may be confused.
Do you used direct cable connections? (What is a .dcc file anyhow? Is it a direct control container?)

what is your network configuration? (are you using one or connecting directly from this computer to your isp?)
