Computer not starting - PSU dead?

Hello all,

This morning I tried to turn on my computer and absolutely nothing happened. No lights, no fans, nothing. My first thought was great, my psu is dead, but I've been reading around and now I'm a bit concerned. I also find it strange that something could happen while the computer was off. Here are my system specs:

Antec TruePower 430
Epox 9nda3j 939 mobo, revision 2.1
A64 3000+
Corsair VS CAS 2.5
BFG 6800nu 16x6x1

Also, when I flip the power switch on the psu to "O" the power supply makes a high pitched noise for a second, is this normal? I'm going to be at work till 4 or so, but when I get back I'm going to rip the mb and try to figure this out, but I wanted to know if anyone had some sugguestions.

this can be deleted..I found a mb screw without an insulating washer when taking the mb out. It was causing the think to short out I guess because once I pulled the mb out it fired up perfectly. I guess I'll have to find something to shove under that screw while I search for insulating rings this afternoon.

I've installed countless mbs and have never used the red "insulating" washers. I am of the belief that they are a mechanical saftey, offering compression resistance to screw tightening so that you do not overtighten, and the compression offers a type of "lockwasher" effect without the surface damage that an ordinary lockwasher do. It also prevents abrasion from the rotating screw head. I have always felt that a little experience and reasonable caution negated their need.

I did once use 4 or 5 of them as shims between a mb and a short standoff.
