Computer not restarting

Hi, ive got a small problem when I turn off my computer completely, when i go to restart it it turns on then nothing happens. If I turn off the power supply and restart it, it starts up normal. any ideas? I just put this thing together less then a month ago!.

System specs? What os? Any new software? Can you shutdown? What happens if you hold the power button for 10 seconds does it go off?

sorry guess i shouldve included those. i7 920, asrock x58 deluxe mother board, 6 gb ram crucial ram, wd 1 tb harddrive, windows 7, ati 5750 video card.

Can you also answer the other questions? Its really hard to come up with anything of use to offer you with so little information

Sorry about this dont usually have these kinds of problems. Yes you can shut the computer down normally and holding the power button down also shuts it off. The computer functions normally as well, all memory is posted and it powers up normally. I havnt checked yet if it will power up from hibernation or sleep mode. I usually just shut it off. To clearify the problem, i can shut the computer down normally. When I go to start it back up, I can hear the hard drive turning(I think it is the hard drive!) and the power and hard drive lights come on but nothing happens. I have to shut it down by holding the power button for the 10 seconds and it will shut down. I then completely shut off the power( unplug it) and the computer will start up again, going through the bios and start normally. every component is new. Case is a CM storm- scout as posted in the guide section/

yes once i get it started it runs normally
i can get into windows and use the computer
