Computer not booting -- HELP

I recently had my ABit BP6 mobo stop booting. The problem is that when the power button is pushed, the power and HD lights flash, and nothing happens. It appears that the motherboard received power for about 1/2 a second, and then lost it. I was overclocking when I did this, so I thought that my mobo was fried. I even called Abit and ordered a new bios chip, but no luck.
Today, I recieved my brand spanking new MSI 694D-A mobo. I installed it, and went to turn it on with the same problem. I can not figure out why, so I hope someone out there can help me.

Is it the p/s? Is it a defective motherboard after a fried one? I am stumped, and don't want to spend tons of money replacing every part of my system....

Case: Enlight Mid Tower w/250 WATT p/s
processors: Celeron 400

Oops, read that a bit to fast :)

You most likely have a bad CPU.
Can you test it on a verified working motherboard?

i'd say you fried your chip, or maybe, just maybe your ps is messed up. Try another power supply, if you cant find someone's to use or exchange your cpu in then buy a new ps, it is only like 20 bucks or so

will do on the power supply... Thats my hope, otherwise its time for some faster processing!!!
