computer never starts the 1st time, but 2nd is ok

hi,
I have a wierd issue. My computer never starts from a cold start, it powers on but there is no video and after about 10 seconds it will beep a bunch.
Then if I shut it down and repower it on, it boots normally.

The system is a MSI NEO4-F Nforce 4 board with a Venice 3000+ and a PCI_E x800 pro.

Sounds like a problem getting power to your video card on startup. Keeleysam is probably right. Check the power supply.
