Computer needs to boot up twice to start?

My computer is about 3 years old. I have a Altec 500watts psu and a Epox ##5RA+ (I forgot the model) motherboard. Here's the situation: When I don't turn on my computer for one day, and I go and start it up like normal, computer will just turn on and will be stuck on the screen (the screen that shows how many rams and detect my hard drive and dvd players and etc). The screen will just stay there w\o showing me how many rams or detect any of my HD and CD players. I'll restart my computer (just push the restart button) and then my computer will restart and boot up properly. Why is that? Why does it need another boot up in order to work? I also notice that when my computer is at the point where it shows my memory and detects my cd players it also shows me some information of either the wattage or power of my computer in RED! I don't know if that's a sign of not enough power or what. Anyone have any clues? Thanks in advance
 
Thanks guys, I'll try updating bios, if that dont' work, I'll purchase a new psu. I'll get back with the results soon.!!!
