Computer needed for vision processing and path planning

Requirements:
Processing of captured images (stills taken once every ~30 seconds), calculations using matlab, construction of a localized map, neural network processing for optimization of route. Constrained to use Windows, no way around this. Needs to be fast :) . HD size 20 - 40 GB.

this is all just a rough sketch, but I need some information.

Will a dual processor setup be much more beneficial in this case? Will performance on the dual proc machine rely heavily on the software, such as Matlab and the software for image processing? If so will it still outperform a uniprocessor setup? Please recommend MOBO, CPU, MEM, HD(s).

Otherwise please recommend a single processor setup, MOBO CPU MEM HD(s)

If you've studied these, you should know that they perform the same operations on each (of the many) unit of data and are independent. So multiprocessors would help. If this is going to be on a mobile platform, then you'll have concerns for power/weight/size too.
