The surface of the skate is either plastic OR teflon.
Most of the time it is teflon ON plastic. It is important to remember that there are different types / grade of teflon.
So the 'smoothness' will change depending on its specific type (PTFE/FEP), teflon density, thickness, etc.
That's why you will find teflon at a wide different range of pricing. Most of the more expensive ones are much more smooth than some of the cheapo you can order.
On most of the mouse feets, they use a ultra thin layer of teflon that wears out over time. That's why when you buy new mouseskates they only last about 2-3 months. Once the teflon is gone, you are left with the plastic backing. (Basically plastic layer -> teflon layer = 4 little dots on the mouse)
