Computer Issue

I hope this is the right forum for this question. I am stumped on what my problem is I have a P4 2.40 gig processor and I have used a ECS Sis chipset board. Now I have been trying to install WIndows XP Pro and the first issue is after the files are copied. When it goes to restart, the computer locks with the words restarting which does not occur. Okay, so I hit the reset button and continued the installation process and the computer crashes again when the installation is completed at the end of the file install screen right before Windows XP boots for the first time. After I reset it again, Windows boots up without an issue but when I go to shutdown or restart, the computer locks at the windows is shutting down screen. No matter what software updates I do, the same result occurs.

Now I have swapped out memory, harddrives, and cdrom drives with no change. I have even purchased another motherboard but with the same SIS chipset, could the chipset be the issue?

I'm running 3200 256 Megs of Ram on the system. Has anyone had this type of issue?
