computer is always "thinking" -- lags all the time

i just built a system and it is always "thinking". the light is always blinking even if nothing is open and nothing is running in the background. i updated all drivers, tried different ram, tried a different processor, a different video card.

right now the system is:
epox 8k7a
geforce2 mx200 32mb
amd 1.33 266fsb
globalwin heatsink/fan (copper one)
crucial 256mb pc-2100
ibm deskstar 20gb
creative 12x dvd-rom
diamond dial-up modem

it is always "lagging", only when the fsb is down to around 115 will it not lag. but the system should be able to run 133.

any suggestions will be of great help. thanks!
 
you sure nothing else is running? make sure you having file indexing disabled and don't have some defrag software set to auto defrag.
 
gopunk: yeah i'm sure, when i push ctrl-alt-del the only programs active are explorer and systray.
