Computer Infinite restarts

I don't know how to fix this. My friend has a compaq and she recently formatted. She has this problem (don't know how did she get it) and now she has an infinite restarting computer. The computer gets to the windows xp loading screen and then restarts.
 
actually my computer just had the same problem but I was able to reformat and that fixed it...must have been a corrupt windows file heh
 
I've had computers do that when they didn't like certain usb devices I had plugged in. Maybe try unplugging all the unnecessary usb devices and such?
