Computer Goes Into Powersave Immediately

I have no idea why this happened but my computer goes directly into power save and the monitor power button just blinks.

How do I get it out of this?

I cannot reboot and get into the bios.

Solved !!!!!

Not sure which did it, but I removed and cleaned video board, reseated it, and also took out the cmos battery for 2 minutes.

Rebooted and all was fine.
