computer freezing(a lot) problems

my computer freezes about every 5-10 mins...especially when i run IE, but other times too, what it does is it just shows a bunch of vertical green lines (maybe 1 cm tall) across the top of the screen, and the computer freezes. Had one person tell me it might be video card...dont think so though, diamond v770 (TNT2 w/ detonator 6.18 drivers) anyway, anyone else have any ideas? i was just going to reinstall windows

could be the Vid card drivers.... or some files clashing with diff proggys, try formatting and reinstalling just the stuff you use the most
