Computer freezes up instantly upon turning it on

My computer is freezing up right when I turn it on. Sometimes it'll make it to the Windows XP load screen, but most of the time when I turn it on, it'll take the monitor about a minute to power up and then I see the BIOS screen and it's dead frozen. I'm thinking it's the power supply (it killed my 9800 a long time ago ( the molex connector looked fried.) ) , but what do you think it could be?

if you're serious in that the psu actually fried your vga and left a scorched molex as proof... i'd start there.

I'm actually posting on behalf of a friend of mine who won't listen to me when I tell him the PSU is borked. I hate being tech support.
