Computer Frame Rate drop - please help diagnose

I really have only been playing League of Legends so I haven't noticed the issue until I started playing FFXIV a couple weeks ago.

When I would be playing FF14 the game would play just fine in areas of low population, but as soon as I walk into a city or highly populated area my frame rate would drop from 5-10 fps. I figured this wasn't my computers fault for a while because other people were experiencing the same thing.

Then this morning I loaded up Diablo 3 and I noticed the frame rate drop as soon as I would engage large groups of enemies. For some reason I feel that this is a CPU issue and not a GPU issue because large groups I believe tend to be more CPU heavy.

Just need some suggestions on any programs I can run to see if my CPU/GPU is not running at 100% efficiency, the CPU doesn't appear to be overheating.

My system is the below:

i5 process - forgot which model 860 maybe
ATI 7950
8gb PC1600 RAM
 
I don't know how you would know for sure your CPU isn't overheating unless you have a program to tell you so.

If you haven't already, download a program such as CPUID Hardware Monitor and share what your temps are.

Whether or not this helps fix your issue, it would be good to know what those temps are.
 
Went home for lunch to mess around and the plastic pieces that snap into the motherboard on my cpu cooler broke so 2 of them were loose. Doesn't seem like it can be fixed to work so I have to order a new cooler, hopefully that solves the problem.
 
Nope first time, it was a pretty easy install even with the shoddy directions. Thank you everyone who posts youtube videos.

My biggest issue with the product is the older one would light up blue when it had power, this unit no longer does that so I couldn't tell if it was all connected correctly before turning my pc on. Either way I got it up and running and it solved all my FF14 issues, game runs perfect and temps never get above 35 C
