Computer for just downloading

I'm need to build a computer just for downloading, what do you think I'll need to do the job?

What kind of data are you're planning to download. Music, video, pictures etc?

How about this:
Intel 310
Wintec 512 MB PC3200 "PC133 ram doesn't work with PC3200 mobos does it?"
2 250GB Seagates
Rosewill Xabre 200
Skyhawk/Eagle Tech case
Old 300 watt psu from a dell
BenQ DVD-RW drive
1 case fan
PC CHIPS P25G mobo.

The total was:

I would recommend a better PSU to begin with but its your option.

You're planning on spending $400 and the idea of saving by using the Dell PSU. Have you checked to see if the Dell is compatible with your SATA mobo and harddrives?

I think 450 watts is overkill, but a fortron would be good.

Seeing as you have a proper PC aswell, all that storage will probably be overkill, I mean, you aren't going to be downloading files into the 3 figure GB are you? (I'd hope!) Could easily save some money there by getting/digging up an old hard disk of a 'small' capacity.

Why get a drive aswell? Just borrow your current one to install windows and things, then return it to its rightful owner.

Case? Why a case? :p

A dvd drive to transfer those files over dvds. and you got a point, I don't need that much hard drive, I could go with less hdd.

Unless you have a bigger broadband pipe than God himself, you do not need anywhere near that much cpu or memory. An old AMD K6/2 computer at 400 or 450 mhz, with 192 meg of memory will run Win2k like a champ. You can probably hook up a 120 gig hard drive to the motherboard controller, or if you want bigger, pick up a Promise controller for $10 or $12. If you look hard, you can get the case, power supply, motherboard, and memory for $10 or $20 (maybe even free). If you really want to burn DVDs from this computer, then I would spend a few dollars more and pick up something like a Dell Dimension 4100 with P3 1000 mhz for $40 or $50 complete. A P3 1000 is more than enough to burn DVDs at 16x.
