Computer fooked, Need HELP

OK so today i load my computer and when its loading a few programs it came up with a virus error by AVG which has come up recently several times, and normally i just in and manually delete the file. The file name was winocx32.exe. As its trying to load a few other programs my whole computer crashes so i go into safe mode(running XP, oh and my rig is in sig) and delete the file but im not able to run ANY program, it comes up with what program would you like to open this file with blah blah blah. Now i can browse explorer and thats how im able to connect to the internet. i also was able to run adaware 6.0 which found 1 registry key and 3 files which were fixed. now im not able to load any programs without that window coming up asking for what program to run it with.

Any ideas????

EDIT: I cant load add/remove programs either it says "C:\Windows\System32\rundll32.exe was not found" and wont load yet explorer shows that its till there.....

I ususally just do a LL format and reinstall.
