Computer engineering vs. electrical engineering

All of the CEs that I graduated with are doing pure software.

Correct, they program. Though the degree focuses on programming of digital systems, low level logic, kernel stuff, and embedded systems. Some people then choose to do higher level programming, that would coincide more with a CS major. I have had internships doing both.
