Computer Doesn't Turn On

My main computer (about 3 years old) doesn't turn on from a cold boot till I turn off the PSU first, wait about 10s, and turn on the PSU.

Is there something wrong with the PSU (maybe it's dying)?

Sounds like it yes. Do not use the system again till you replace the PSU.
