Computer Doesn't Turn On

My computer:Epox 9NPA+ Ultra, AMD 3000+ Venice, X800. Doesn't turn on.

The Story: Yesterday, my computer began to get inaccesible disk drive errors upon startup to windows. After about 3 times trying to start the computer and getting to this screen the computer stopped starting at all. I tested the hard drive in another computer and it works fine. When I tried to start the computer the fans(including the heatsink) would start and then stop, so I figured it was the PSU. I went to CompUSA and got an Antec Truepower 2.0 430 watt PSU, and I'm still having the same problems.

Does anyone know what could be wrong(mobo errors)? All help is greatly appreciated.
 
Update: Now the computer turns on again but when it trys to start Windows it gets to the inaccesible boot device error. However, I know the HD works from putting it in the other computer. Is there anything besides motherboard failure that could cause this to happen?
