Computer Doesn't Start

My brother has an eMachines t3092
CPU:AMD Athlon XP 3000+ / 2.17 GHz
RAM: 1 gb pc2700
Hard Drive: 2 x 160 gb
Graphics:eVGA 6600gt, onboard
MOtherboard: unknown
PSU: FSP 400 watt
When the 6600gt is plugged in the computer doesn't work at all and when its unplugged it makes a high pitched noise, but it does nothing else.
My brother has tested the PSU, today at work he was going to test other parts.

You may want to plug the CMOS battery out and let it sit for about 30 minutes.
(remember to unplug the power first)

Make sure to remove the 6600 first, then re-install the battery.

Plug the power cord back in, power it up and it should go into the BIOS.
Set the Video to the onboard video and see if it boots.

If it works, then power down, remove power and install the 6600 card.
