Computer doesn't reach POST

I started getting an issue with my computer a few days ago where my computer doesn't even reach POST when I turn it on. Nothing shows up on the screen and after a few seconds, it automatically reboots and repeats the process. I swapped out the PSU with another one but it made no difference. After testing that, I suspected that it might've been the motherboard so I used that as an excuse to upgrade my CPU, motherboard, and RAM. I thought that since the core parts were replaced, it would've fixed the problem, but the exact same thing happened with the new parts (I tested with both PSU's and different outlets). I've also tried disconnecting the CD drive and all of the hard drives so they can be ruled out.

Does anyone have any ideas what else the problem could be?

Edit - Here are my specs:
Intel Q6600
4x2GB DDR2 GSkill RAM
AMD Radeon 6870
Gigabyte GA-P35-DS3
Corsair TX650 PSU

I upgraded my CPU, motherboard, and RAM to:
i7 3770k
MSI Z77A-G41
2x4GB DDR3 Corsair RAM

And the other PSU I tested with was the Corsair CX500M

That mobo has had nine BIOS updates since the initial February 2012 release. You may want to check your version as the i7 3770K has only been supported since BIOS version 2.4 which was released on 2012-06-19, and is the fifth update since the original release. It's possible that it's just pure coincidence that your six year old Gigabyte board had indeed failed, and what you're experiencing now is POST failure due to the CPU not being supported by the currently installed BIOS version.


Edit: Looking at MSI's site again, let me change this: " ...the i7 3770K has only been supported since BIOS version 2.4..." to: "BIOS version 2.4 is the earliest version MSI has posted on their CPU Support List for the i7 3770K".

I agree. Does the box indicate what version BIOS is installed in the motherboard? If not, does the box contain a manufacture date for the motherboard?
 
Reset button stuck on case?

It is most likely something that is still in use and you have replaced all the usual suspects.
 
If you have another gpu or can borrow one, try replacing that 6850 also and see if it posts. You didn't mention swapping that out. And try 1 stick or RAM first.
 
its must be easy..
since we know its is not psu+mobo+memory, it and not cd\etc..

1)it must be the case(unplug usb\esata\reset\power\..) and try power up manually by shorting power on switch.
or

2)it can be mouse\keyboard problem.. try power on without them plugged in.

or

3)gpu problem - try to unplug it and use the cpu built in graphics.

Thanks for your help, everyone! I tried all of your suggestions and it turns out that RAM slots 0 and 1 are dead in my new motherboard. I'll be exchanging it for a new one tomorrow.
