computer doesnt power down

My computer doesn’t completely power down. When I want to start my computer I have to cut the power.



Description:
I have my pc now for over a year and now for about the last 6 months this became a thing.
When I turn off Windows the screen turns off after several seconds, and becomes somewhat quieter. All the fans will still be turning including the graphics card.
When I put the computer in sleep mode, the screen is turned off and the led start blinking but refuses to boot.
A restart procedure functions normal, the computer completely powers down and boots.


What I have tried:
· Reinstalling windows
· Check logs of windows
· Update uefi
· Reset settings uefi
· Ubuntu
· Tinkering with the uefi
Do you guys have an idea of what it can be? Is there some logging function to determine which halts the power down procedure?

Confused; your first sentence says when you want to restart your computer you have to cut power, then at the bottom of your second paragraph you say the restart procedure works normally. Which is it?

Your PC not waking up from sleep mode may be the "Wake On Mouse or Keyboard" setting in BIOS.

Also, when this started happening had you just been inside the case and messed around with the "Front Panel IO" jumpers and connectors? If so you may have reversed the Power On/Off connector on it's pins and all that's needed is disconnecting the connector, turning it 180 degrees and then plugging it back on the pins.

I had this problem once that just randomly occurred without me having done anything to create it. I eventually reinstalled Windows 8 and flashed the latest bios, and it was miraculously fixed. You mentioned having done that already. 'Alzan' added the possibility of the front panel connectors. Beyond that I might suggest double-checking your bios settings.

Oh, it might help to replace the battery on the motherboard.

Try to check your ACPI drivers or device drivers and as sometimes incompatible drivers make the shutdown procedure issues.

I have now tried to switch the on/off button connectors, as expected no results.
i dont seem to find in 8.1 what you are referring to.

I also have this problem when i installed ubuntu on my computer, thus it can't be a Windows only problem.

The front panel connectors and Microsoft links were to eliminate possible problem sources. Try phis6 and chusteczka's suggestions and report back.
 
Eliminate peripherals, add-in cards, and optical drives. Try a different mouse and keyboard if possible. If it still doesn't work properly, try a different graphics card and remove all but one stick of RAM. If it still doesn't work properly then it's either a faulty motherboard or PSU.
